When you create a Closed Tour you always have to convert it to a Holiday Package because a closed tour is always part of a package and is not intended to be sold separatelly.
If you want to sell only the closed tour, you can just create a holiday package with that closed tour, without adding any other service. In this case please use the “magic wand” icon available in the Closed Tour list.
