How can I set up a different agency fee for just one agency?

You can do this by entering the back office FINANCIAL —> MICROSITE AGENCY FEES and clicking on the AGENCY COMISSION CUSTOMIZATION tab

Here you will be able to set a different fee depending on multiple different criterias
